NGOs say that foreign companies operating in the region are whitewashing human rights violations with their presence. Peter Irwin of the Network for Uyghur Rights sees this as one of the greatest risks of Western activity in Xinjiang: "Opening a store is not problematic in itself. But what Chinese propaganda channels do is subsequently use that store to suggest that there are no human rights violations, because look at all those Western brands here!"
